Foundation University recognized two individuals who have exemplified the University’s core values of excellence, commitment, integrity and service on December 1 during the Panaghiusa 2018 (Grand Alumni Homecoming), in time for the annual Kasadyaan Festival.


Thelma Zacarias-Watanabe and PC/Insp. Alfonso A. Enriquez were formally recognized as this year’s Most Outstanding Alumni in the field of Economy and Social Development and in the field of Government Service, respectively.

FUHS Class of 1968


After graduating from high school at Foundation University in 1968, the daughter of a town councilor of San Jose town went to Cebu to take up Bachelor of Science in Nursing – one way in which she thought she could best render service to the people, taking after the example of her father.


In 1978, she met Shigemi Watanabe – an agriculture expert dispatched in the Philippines to lead the non-government organization named OISCA (Organization for Industrial, Spiritual and Cultural Advancement)– International. Since their marriage in 1978, she became a Community Development Worker based in Bago City, Negros Occidental.


She leads the Negros Silk Producers’ Association and serves as overall training coordinator of OISCA-Bago Training Center. Their production of silk from worm provides livelihood to several families in the said area. Her love to serve the people and to treat them with utmost respect and dignity has made her more of a person for others and a person for the community.

From being cadet during his high school, he took a step higher and took up criminology during his college days at another university in Dumaguete. He recounts the discipline and training earned from Foundation University High School’s program for reserved officers as his stepping stone in determining his career as a police officer.


A recipient of countless medals and awards yet he remains to be humble and always grateful to his high school alma mater for teaching him the basics of life which up until now, he utilizes in dealing with this subordinates.


Currently assigned as the Chief of Police of Philippine National Police in Bais City, he never forgets to come home to Foundation University once in a while and to meet his classmates during their reunions. While being interviewed, he fondly recalled memories while standing at the FU Green where he used to train as an ordinary cadet.


The Outstanding Alumni Award is a recognition and celebration of one’s achievements for contributions to profession, community and advancement of society through humanitarian and charitable endeavors.
